Where do I change "Sales Message Goes Here"

I have searched the forum and checked out the wiki top 10 faq but I still can't find where to change it, what is the file where I change this mesage called?

And where do I change the title (on top of the browser window)?

To update the title in the browser, edit template file in /languages/english/[template folder]/meta_tags.php

The template folder I am referring to is your custom folder using the overrides structure.

Can you clarify where this Sales Message is showing up....I can't recall exactly which message that is. Main page?
