I am in the process of setting up a site that will ship both to the Continental US and outside the Continental US.

I think I have the US shipping figured out but am not sure how to handle the shipping outside the Continental US.

We only bill in US$ and taxes are included in all the price.
Here is where my problem lies:

1 bottle is of Icewine is $90 shipping
2-6 bottles is $45 plus the original $90
7-12 bottles is $15 plus, plus.

Then for a case of finewine is $275 for shipping plus the price of the 12 bottles of wine.

I can control which is Continental and which is not continental by using Zones correct?

Any help is greatly appreciated. This is the only thing holding me back.
