Applying discount across all products

Hi Iam new on this forum so please bare with me
Recently had a site revamped that we want to allow all customers to get 10% off their order when they order ANY 2 products or more of any value or attribute. We cannot seem to be able to do this. I can do it for an individual product so if they buy 2 of the same the 10% works but not on 2 different products. I dont mind if the 10% is added at shipping as long as it is added. Can anyone help?
