Checkout "loops"

Hello! I am configuring my 3rd Zen Cart and I ran into trouble where the checkout is "stuck" at Step One (main_page=checkout_shipping) and does not reach the next step. I have searched this forum and double checked everything that was suggested (made sure I had shipping and payment mods installed, checked on different browsers, made sure cookies were okay etc.)

I am using the Table Rate and Paypal only. Please let me know if you have any ideas I can try to fix this.

Check the Shipping Modules ...

Which Shipping Modules are installed?

If UPS and/or USPS do you have your 5 digit Zip Code set?

Do you have any Shipping Modules showing on the checkout_shipping?

Do you have Zones preventing the Shipping Modules from showing?

What version Zen Cart?

Clean install or upgrade? If an upgrade, from what version and how did you upgrade?

On the Table Shipping module ...

What method are you using? Price, Weight or Items?

If weight, do all Products have weight or do some have 0 weight?

Does 0 weight mean Free Shipping?

Does installing the Free Shipping Module freeshipper change the checkout_shipping?
