Do you have any tax-calculations enabled on the PayPal site in your PayPal profile settings?

It looks from the above transaction that the 0.06 tax amount isn't being handled properly on one side vs the other.

    No worries.

For future reference, this troubleshooting article should help:

Sporadically - for unknown reasons - PayPal/Zen cart will not record an order. I get the PayPal e-mail notification - just doesn't say what was ordered. I use the PayPal Sessions Viewer to get the details. Problem is: the session viewer gives a 'product ID' but not a description. You can imagine the pain of going through 1000 products trying to find a match. Is there some way around this ? Its embarrassing to e-mail a customer to ask what they ordered.
    Thanks.
Also, I assume there is not a way to get 'stuck' orders back into the Zen database.

The PayPal Sessions Viewer lets you push the order into the database if no other methods are working.
If your problems are sporadic, then it's likely a delay happening from PayPal's end.
You could try turning on the PayPal debugging to see whether there are any specific failures.

You said sporadic ... but are there any patterns / similarities amongst the "failed" notices? ie: certain currency, certain price range, etc?

Have you tried refunding 0.01 to re-trigger the order notification to Zen Cart?

I am using ver 1.3.5. When I place a test order using the paypal module - at the Paypal page it shows MODULE_PAYMENT_PAYPAL_PURCHASE_DECRIPTION_TITLE as the item ordered and ITEM #1 - I have re-installed the PayPal module several times - checked setting, etc. Have I got a corrupted file somewhere? if so, where, so I can reload it. As I said in previous post - orders 2 days ago were fine. But ones last week were not ???? Thanks in advance for your help.
