Our client likes the default settings for the "all products" page that are controlled in Configuration > All Listing, including the horizontal rule between products. Is there an easy way to add something similar to the categories listings? Am I missing something obvious?

"Easy"? no. Can it be done? Yes. How? With a lot of custom coding.
Those listing modules are written very differently, and have a number of uniquely different features available to each of the different layout formats.
Consolidating them is a huge chore.
This is planned for a future release. Exactly "when" is not determined as yet..
