Monthly Specials Layout Question

I have read how to move the monthly specials and adjust them. However, I have a strange problem.

On my site http://www.paradigmrockshirts.com/index.php?main_page=index&cPath=1

I have three main categories in the middle Entertainment - Music - Tour/Festival.

The "monthly specials" show up at the bottom of the Entertainment and Music categories pages but not on Tour/Festival. How did this happen? How can I remove or make it consistant. Thanks Zenners...

When you are at that level the results returned to populate the box are filtered by the top level category and if you don't have any specials set, then there are none to show.

OK I understand they are cross referenced only by category and not entirey. Which would explain, I have discounted merchandise only in two categories of the three hence only two are showing specials... fantastic. Thank you.
