Custom menu bar

Can anyone help me on how to create another menu bar (the one with Configuration, Catalog, Modules, etc.)? I simply need a few of these menu links for my client for ease of use and to avoid making changes to sensitive admin areas like Layouts. Why two menus? So that I'll be using the default one.

Why not use the Admin Profiles mod from the downloads section?

From the description, it seems it would accomplish what you want.

Admin Profiles is a user access control system for the Admin part of your site, allowing you to turn menus on and off and grant or disable access to specific Admin functions for each user.
