Can Zen Cart Shipping do this?

I'd like to let you know how it goes, but I need this question answered first:

I know now that I can charge a percentage of multiple handling fees for orders with multiple items, but is it then possible to also charge 1 handling fee for 1 item in this form:

single item:

Up to $16 = $3.00
Over $16 and up to $130 = $5.79
Over $130 and up to $180 = $8.59
Over $180 = $9.67

multiple items:

Combined orders < $100 = 20% of price
Combined orders > $100 = 4.5% of price

You would need to check the number of items in the cart then set your conditions on how much to charge based on your total of how much is in the cart ...

Look at item.php and how the item count is computed less the free items ...

I'm afraid this is just not clear enough for me to do anything. Is there anyway I can PAY someone to make the shipping work like this:

A. Use USPS module to link to USPS rates

B. Then add a special handling fee on top of the USPS rate that meets these criteria:

single item:

Up to $16 = $3.00
Over $16 and up to $130 = $5.79
Over $130 and up to $180 = $8.59
Over $180 = $9.67

multiple items:

Combined orders < $100 = 20% of price
Combined orders > $100 = 4.5% of price

Please advise
