I noticed that server URL is different from the one USPS gave me. I was given this url: Production.ShippingAPIs.com. Notice the caps

I can't help with the module itself yet -- I'm still waiting for USPS to move me from test to production. But in my experience, internet machine names are case insensitive. Every time I've tried varying the case for any server name, it hasn't made any difference.
File and directory names within a URL are a different matter though. I think those tend to be case sensitive. But that's not what you asked about.
I tried using the url USPS gave me, no luck that way either.

Okay, they moved me to "production" so I set to to production in the USPS shipping module. Now it gets shipping estimates as expected.
By the way, I have my shipping zone and tax class both set to --none--. Is that going to cause problems later? Otherwise my configuration looks very similar to what was shown in the screen capture. No problems yet, though of course we're still configuring and testing.
It works for me now when I set the tax to 0 and the zone to 0

I finally got the USPS MOD to work. I got it to work with the zones and tax goods set. I made my self a user to see the steps, everything went fine. I made a user in another state and USPS shipping info is gone.

Remove the zone restriction in the module via the Admin.
