odd shipping

Hello all,

Not sure if this is an odd shipping setup, but could anyone offer suggestions about how to set this up in ZC?

INTL. SHIPPING
1 item - Shipping Due on first item, second usually will ship free up to 2.0 lbs. total shipping weight.
2-3 items - heaviest item plus 50% of orig. fees for second item, third item ships free
4 items - Fees due on 2 heaviest items.
5-6 items - Fees due on 2 heaviest plus 50% of third item.
etc...

(1) - Air Post - $14.99 / $19.99
(2) - Global Priority - $19.99 / $24.99
(3) - Air post w/insurance - $19.99 / $24.99 / $39.99, etc.
(4) - Global EMS - $29.99 / $34.99 / $49.99, etc.

Shpg. Method - 1 item / 2-3 items / 3-4 items, etc.
(1) - Air Post - $16.99 / $24.99 / $29.99, etc.

Odd shipping is an understatement. I would recommend using a weight per unit and simplify.
