Basic shipping setup

I can only find per item shipping,
I have two zones, All Australia, rest of the World
Regardless of the number of items purchased I want to charge $1.50 and $3.00 respectively for shipping.

Can this be done

You could use the flat rate shipping module, then clone it to produce a 'flat2' module for your second zone.
