Restrict customers without banning IP

Hi,

I'd like to know if there's a way to restrict customers from checking out - I want new customers to be able to checkout without having to be approved, but if a customer checks out with a credit card and I suspect fraud, I'd like to be able to disable that person's account until I get more information regarding the transaction. Basically what I do is I "cancel" the order and void the payment.. but I keep record of the transaction just in case. I've had the same customer come back over and over again to check out with the same stuff but he doesn't go through the entire process. I want to be able to stop him from clicking "Checkout" on the Shopping Cart screen.. and give him an error that says "Sorry, your account is restricted. Please contact us for assistance"

Yes, I know that scammers can go around creating new accounts and attempt to checkout like that. I have thought about that and find that banning the IP in linkpointcentral stops them from checking out.. but I'm just wondering if theres a way to do so in the ZC interface as well

If you were using the Customer Authorization where Customer must be authorized to shop ...

And were to tweak it a tad where it automatically approved the customer on create account ... you could then unapprove the customer(s) as needed and they would still be able to browse etc. but not shop when you take away the approval ...
