Extra cost per item during checkout

I use UPS module to determine the customers shipping cost and wonder if there is a way to add additional costs to the order total during the checkout process by way of a table.

I would like to add $18.00 for the first pound of weight for an import handling fee and then $5.00for every additional pound purchased in addition to the ups shipping modules quote.

I don't mean to imply that I need to alter the UPS module as this is not the case.
I just want to be able to use a table like the flat rate module in conjunction with the cart total.

I have an idea! Do you guys think I could clone the blank Qty discounts and reverse the parts of the code to add a cost per item vs give a discount?

I have looked through developers toolkit to try and locate the files that are used by blank discounts. I have only come up with products_quantity_discounts.php, english.php and products_price_manager.php am I missing any others? Thanks again
