And I guess more importantly, is it an error? And to clarify, the characters are showing up upon sending the newsletter instead of the "checkmarks".

Are they showing in text or HTML emails?

It's showing up on the page that comes up as the e-mails are being sent. The one that says something along the lines of your newsletter/emails are being sent, do not interrupt this process and there should be some green check marks that come up. I see the hexidecimal characters instead of the green checkmarks.

Hhhmmm .. try reuploading the admin/images directory. Be sure that your FTP is set on auto. Sounds like you have corrupted images.
