Are emails always sent using the store's language setting? My store is completely English, but I'm writing a contrib and want to make sure I handle languages appropriately. When sending an email out, however... how does the system know what language to use?
It seems to me a customer's language preference is not stored (beyond the session), is that correct? So when emailing the customer from admin, the system can't know what language to send in.
Is that right? Seems odd.
