Zones and Local Pickup

I'm having some trouble getting this working. I think I should be able to do it, but I'm not sure. I want to provide a free shipping / local delivery option for the Ottawa and Windsor area. Basically I will drive them the goods. However, I don't want to offer that for all of Ontario! It seems that this is keyed off of the regions or zones for a country, meaning I cannot split it down to the city and surrounding areas level. Is that true? Do you have some ideas for me?
