I need to set up 4 zones for the 1 country, each with there own shipping price

Hey all, I need to set up 4 zones for the 1 country(Australia), each with there own shipping price. The reason for this is because the courier I use uses 4 coloured zones for pricing shipping, white, red, orange, green. because white is the largest area of the 4 I've set that up as flat rate, If i even think about touching the zones opt in that then it won't work so I'm not touching that at the moment.

The main problem I'm having is when I try and use "zone rate" (admin->modules->shipping) I have nothing but trouble, I've been trying to solve this problem already for 3 days and I've gotten no where. if someone know how this problem could be solved please reply asap.

the zone colours ( if this helps ) are as follow:

White: $50.00 - Flat Rate

Western Australia
Southern Australia
Queensland
Northern Terrority

Green: $40.00

New South Wales
Victoria
Tasmania
Perth

Orange: $35.00

Cairns
Townsville
Mackay
Capricorn Coast
Wide Bay
Mt Gambier
Adelaide

i ask again, is there a solution to this problem?

or is there a way of setting shipping fee after a product is ordered and before its paid for?

p.s. how does one clone a Shipping Module? is there anything other then copying the file?

You may want to look at the MZMT by dreamscape and see if that can be used to customize to build the type of shipping you need ...

Otherwise, I'd look at cloning the Shipping Module Flat flat for this to make:
flatwhite
flatgreen
etc.

And then build your zones for each Shipping module and set your rate ...

There are several examples on cloning the flat.php shipping module ...
