Shipping surcharge for a state

I'm using per unit shipping.

I need to add a special flat fee for items shipped to one state.
(All orders to Hawaii need to have a $25.00 certificate fee automatic at checkout.) This could be lumped into the shipping charge.

Can I do this?

OK, thanks for your responce. Is there a way I can block anyone with a Hawaii shipping address from checking out?

Sure ... add the world to a zone and exclude Hawaii ...

Then add that zone to your payment and shipping modules ...

I think you have over-zenned!
Is there an easy way to add the globe to a zone or is it a piece at a time?
That seems like a lot of work to prevent someone from buying something!

Actually no. But I knew that would be more complicated.

The store is selling plants. We can ship anywhere. But the state of Hawaii requires a special certificate that costs $25.00 for live plants. All other states are shipped at the standard rate.

International shipments have a higher fee of $75.00 and need a minimum order of $250.00 plus higher shipping rates. I will just have a shipping statement that non USA customers must make special arrangements.

Now that I see where you are pointing, ideally I should exclude Hawaii and non USA addresses using a zone by making a zone with 49 states. That would work with the per unit shipping, correct?
If there is a way to then make Hawaii with it's +$25 and international with +75 and a $250 min.

I am also am considering just creating a Hawaii fee and an International fee as special products the customer would need to add to cart. If I did that, is there a way to also have international with a $250 minimum purchase?

umm ... perhaps the out lying islands and territories of the US?

The idea is ... a zone can be made to control most everything ..

But ... you also need the extra rates for some of these oddities and minimum orders etc.

All of this can be done, but it would require some custom coding too ...

Some add-ons might be able to be adapted to your needs, while still other things need to be written specifically for this ...

This does not mean it is a horrible job or anything, just quite a few things need to really be thought out and then the code adapted to handle the shipping rules for wild things ... er ... plants and such ...
