Looking For the Best "Rule of Thumb" for Working with ZC, Edit Locally?

Hello,

I have been surfing the forums for days, looking for the best practice for using ZC.

I have spotted a few ZC posts mentioning editing ZC locally on a home computer and then uploading to a live server, some have mentioned ZC and using test servers.

Is there an app that can run ZC as if was on a live server, locally on my hard drive?

Dreamweaver? I have not used it before, Should I buy it? Can it display/nav through the pages as if ZC was on a live server? How about Admin? Add products? if so what about the mysql db?

In any case, I am looking for the best "rule of thumb" for working with ZC.

any suggestions?

Any other ideas? How about working locally and uploading to live (non test)server?
