I think I did resolve the issue. It had more to do with the admin e-mail than with ZenCart.

I ended up sending the newsletter out and holding my breathe and when it arrived in my Hotmail it was html. When it arrived in my admin e-mail it displayed the simple text version. So I think all is well and that my admin e-mail does not accept html e-mails and that is the real issue.
