Gave FedEx a quick call regarding this - they said I had both enabled.. so I asked them to transfer me to tech support.

The reason no one can pull FedEx Express rates right now (from their ZC or even from fedex.com) is due to the fact that they have scheduled maintenance this weekend for FedEx.com and I guess FedEx express related stuff. Ground shipments still work as of this moment
