Admin permission problem

I get into the admin if the login works otherwise the forbidden page comes up even before I get in. When I finally get in and try to edit a product by going to the catergory/product section, intermittently I get the message below. Was able to edit just one product. Then it blew up again. I have changed my browser thinking I was not accepting cookies or something but that is not it.

Forbidden
You don't have permission to access /cart/admin/product.php on this server.

Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.
Apache/1.3.36 Server at www.blueshoearts.org Port 80

Clean install of 1.2.6 on Apache it has been up since June without any problems.

Please let me know what to do
