does zen cart offer this feature? so a customer can have a wish list and come back later and buy if they decide to?

This feature is not currently part of Zen Cart, but is planned for is some future update (the DB table is present), there was an older module for this but I currently do not see it in the downloads section.
You might search the archives for it and I am sure that it would require updating but this is a better place to start than from a totally blank position.
