open admin -> configuration -> links manager

and

Links List - Scroll Box Size/Style (set to 0 or 1)
Yes sir that did it, the mistake i had made was that I had added

#linksboxContent {
text-align:center;
padding: 0.5em 0.3em 1em 0.3em;
}

to links.css instead of Stylesheet.css
