I also experiance this same error message.
There was a problem refunding the transaction amount specified. ()
I'm clicking the confirm checkbox and then clicking on the Do Full Refund button. After doing this about 10 times the refund finaly goes through. Having seen this, and duplicated it several times, I dont think it is a user error.

If you can duplicate this, please turn on Debug Emails and post the debug data for the attempted DoRefund transaction.

This is a generic error message, which is triggered if there is no "Success" response received when the DoRefund call is made. The empty brackets () suggest that there was no response received at all, which is odd.There was a problem refunding the transaction amount specified. ()
The logs Dennis posted don't contain any evidence of a DoRefund request being sent to PayPal. You might check to see if there are any logs in the /cache folder instead ? Sometimes the admin dumps its PP logs there..

ps. my customers have really responded to PayPal Express by using it 9 out of 10 orders. PayPal IPN was 1 out of 20. This means less work for me transferring info to the virtual terminal! Im still a small store but this makes expanding much easer.

Seems like the failures are a result of these: "500 Internal Server Error".
I wonder if PayPal was having a system problem at the time ....
