Missing Modules Section

I recently started on a job half-way through (someone else installed the cart system). After reading the manuals and going through the admin section I have noticed that something important is missing. The "Modules" button that pretty much everything in the manual tells me to press is no-where to be found. I have verified in screenshots found on google that there should be one, but there is not. I am running Zen Cart 1.3.5 and do not wish to upgrade unless I absolutely have to. A screenshot is provided below of my admin panel. Anyone know of anyway to bring the modules section back?

Yep. That's a problem. Two possible causes. Either the admin/modules.php file is misisng from your installation, in which case you could download the 1.3.5 installation and replace this one file. Or your predecssor installed Admin Profiles and turned off the modules menu. This might be the case if you go to Tools / Admin Settings and see an orange button on each line in the actions column?

Would advise against not upgrading though. Zen Cart gets better with every release, and support of older versions gets more difficult.

Unfortunately 1.3.5 has a bad bug in the account creation section, you *really* need to upgrade or you will have bigger headaches.
