Display top-level cat name in text, then sub-cat thumb

I would like to edit the display on the index page so that I am showing:

[Top-level category 1 name in text]
[sub-category image 1]
[sub-category image 2] etc.

[horizontal rule]

[Top-level category 2 name in text]
[sub-category image 1]
[sub-category image 2] etc.

I do NOT want to display thumbs from top-level cats--just the name of the top level cats in text.

I do NOT want to hard code the index page since that would remove update functionality from within the ZenCart Admin.

Is this layout possible? If yes, what are the steps to implement?
