PayPal adding VAT

I am using the default PayPal payment module with a ZenCart 1.3.0.1 site to process payments via a PayPal UK business account (not Express).

For some reason PayPal is adding VAT to the required total which is not required as we have already applied tax to the order before passing the customer over to the PayPal system.

Has anyone on the list come across this before?

I suspected this was the case but my client was told by PayPal that they didn't do this. We have now double-checked the account setting and made the change you suggested which has resolved the issue.
