This seems to be a very similar problem to the one I'm having. I have abstracted my shipping values because the weights are low (most are .7 oz, which would be .04375 lb), instead I call this 1 and set it up with zone shipping. My values are 5:2.00,10:3.00,15:4:00,20:5.00,25:6.00,30:7.00,35:8.00,40:9.00,199:10.00
I thought the problem might be the tare values which were the default until I changed them to 0:0. After changing the tare values I have the same problem. I'm not sure how this fix works, but I had the "max shipping" at 200, I just changed it to 199. Is that the fix?

I have had orders of 19 items and 24 items so far and they have come back with this message:
Zone Rates (The shipping rate cannot be determined at this time):
When I had the problem on the 19 item order it seemed like a similar problem to the original poster's problem, so I fixed the tare values to 0:0. Then upon getting the same problem for the 24 item order I thought maybe that wasn't the part that I needed to fix so I changed my configuration shipping/packaging to 199 (since it was set to 200 and I didn't have a zone for 200). Basically I want shipping to be 10.00 for any number of items over 40, so that's where the 199 came from. These two orders haven't been anywhere near 200 so I'm not sure how/if what I did will have any effect. As an aside, it seems to calculate correct shipping when I put items in a test customer account, not sure why I'm getting the above error message.

Make sure you are set to Item and make sure you have your Zones defined right ...
