New shipping module

Is there a way to add a new shipping module? I need to be able to offer personal (non-commercial carrier) delivery, and it will be based on driving distance from my store, as well as minimum order total. For example, minimum order of $500, with a destination of less than 100 miles from our facility, shipping charge would be $50. Same order size, with a distance of less than 250 miles, shipping charge would be $100. While it would be nice to have the distance calculated by zip code, I realize this would be very complicated. I'd be happy with the customer being able to make the selection themselves, based on their guess at the distance, and we could call them to verify. Is this something that can be done?

If you can create lists of zips to equate to your quasi radii - you could clone the zone module where it uses states or countries you will use zips. And not having done this specifically, I think that you can add these directly to the zones table via the admin
