If you look at the Product in the Attributes Controller ... do you see the Sort Orders are set?

NOTE: If you just set the defaults on the Option Values you need to apply them to the product with the Update Sort Order ...

Ahhh, the box one over from "Price" that clearly indicates "Order".....
