langauge packs and overrides

I have installed the Italian language pack and it works , well I'm happy with the potential at least
but, seems I may have done it wrong with the overrides system

all the stuff I have removed such as "Tagline here" etc are now showing when I use Italian language?

also all conditions of use etc are no longer showing

what have I done wrong?
did I need to add the italian files from the pack into my override system, or do I need to make all these changes again and save them in italian/CUSTOM TEMPLATE folder?

You have to do the changes for each and every language you install...
