I am thinking off the top of my head that if you look in includes/languages/ENGLISH/html_includes/ you will find the html files. I change them with dreamweaver, there is also a way to do it in the admin, I think. Look around there. I like to put them in my overide folder. That is off the top of my head, it should be around there somewhere.

Admin-->Tools-->Define Pages
You can set the wysiwyg in Configure-->Define Pages
once you're done editing the pages back them up into your template folder with the same path.
They are php files not html files. but you can use html to edit them. Just be sure you save them as php.
they are in /includes/language/english/html_includes/
Make a template folder /includes/language/english/html_includes/templatename
replace templatename with the name of the template your using and copy the files into that folder AFTER you edit them.
The override system doesn't account for these pages.
I am sure that they are not php files, that they are html files, the php pulls them up...or something, but they are html files. 99% sure, I'm not where I can check, but 99% sure

I'm at least 99.999999999999999% sure these are php files.
/includes/languages/english/html_includes/define_contact_us.php
/includes/languages/english/html_includes/define_conditions.php
/includes/languages/english/html_includes/define_privacy.php
Have they changed in 1.3.7? I will have to check when I get home.
