Flat rate with price for each item

I s it possible to setup a flat rate for shipping to every order then in addition alos have a charge of a set amount for each iem.

Example..Every domestic order set to 6.95 rate then for every item a charge of 2.95..

You could use Per Item and set the Handling to 4.00 and the Per Item to 2.95 ...
