Hi
Is it possible to apply a quantity discount to all items in a category rather than just a product within the category?
So for example, if a customer purchases 3 of A and 7 of B they would receive the same quantity discount as if they had purchased 10 of A?

The Quantity Discounts contribution does this.

You will want to discount by "All Items In the Cart" and possible use some of
the exits depending on your business needs.

Actualy, in 1.3.7, the salemaker allows you to do a discount in categories.
