Please help!

I am trying to select the drop down menu in the Tools menu Define Pages Editor, I have changed the privilages to 777 in includes/lanuages/english/html includes/. After doing this I am still not able to access this option.


Please can someone help as I need to set my terms and conditions for my downloads.
