My client wants the features of the UK Template System, posted here:

However, this template's readme says that it must be set up before Zen Cart is installed. Our 1.3.7 cart is already installed, our template has been created, and we would really rather not start over again.

I had her list the features from the UK Template System that she needs the most. The most important are first:

1. adds the VAT zones to the UK and sets two VAT rates. The current VAT rate and VAT exempt.
2. sets Zen Cart to the UK date and time format
3. Americanized spellings are changed to UK spelling
4. Sets the address format to display as we expect here in the UK
5. the weight ‘lbs’ is changed to ‘kgs’
6. adds all of the UK counties to your database
7. adds Scotland, Wales, England, NI, CI to the countries list and then adds the counties into those countries
8. adds ROI counties to the ROI
9. sets the default location for the store to the UK

She also wants me to install the Royal Mail add-on:

I'm hoping that I can do #1 using these instructions:

Then do #2 with this add-on:

And then for #3, just change the spellings in the languages files.

Am I missing anything? Does this seem feasible? Are any of the other items on the list simple to do?
