I've set up two zones for shipping, one west of the Rockies and one east of the Rockies.

West is listed like this:

US,Louisiana
US,Maine
US,Maryland
US,Massachusettes
US,Michigan
US,Minnesota
US,Mississippi
US,Missouri
US,Nebraska
US,New Hampshire
US,New Jersey
US,New York
US,North Carolina
US,North Dakota
US,Ohio
US,Oklahoma
US,Pennsylvania
US,Rhode Island

West works fine, but it doesn't change if I put in one of the east states for the shipping address. I'm using a real address in New York. I have it set to look at shipping, not billing or store.

Any help would be greatly appreciated!
