Hi, Ive done some searching on how to setup 'Multiple Flat Shipping Rates' but can't find anything that I understand or can figure out. Can anyone help out at all? What I want to do is the following:

Shipping Method: Standard Express
Area 1 $6.00 $11.00
Area 2 $5.00 $12.00
Area 3 $4.00 $16.00
Area 4 $7.00 $19.00

Any help would be appreciated.
