Hi,
Can Zen Cart reject overseas orders? I've got a client that doesn't want to ship internationally. Their existing cart, 1shoppingcart, doesn't allow them to do this.

Yes.
Set up a zone for the countries you are willing to ship to, and tie that zone into your activated shipping modules.
Any addresses selected for shipping which fall outside those zones will be met with "Sorry, we are not shipping to that region at this time ... please select another shipping address or contact the store owner for assistance.".
