Make Phone Number NOT required

I know there are a few posts for removing the phone number field completely. I'm just looking to remove the fact that its required. Can someone please give me a "walk thru", including the file AND directory its in

, to edit?

If you set the Minimum Value on Telephone to BLANK as in nothing ... not 0 ... then it is not required ...

To remove the * then edit the language file for:
ENTRY_TELEPHONE_NUMBER_TEXT

Where would you set the value on telephone to blank? In the Customer admin screen the only options are true or false.

In the Minimum Values the input box accepts nothing ... as in leave it blank ... or a value ...
