How to make template expandable but at least certain width?

I would like to make the template at least 780px, but also expandable to 90% of window width if 90% window width is greater than 780px.

Is this possible, what do I need to edit?
So far I've only been able to have one or the other (always fixed or always expandable)

I got the answer, sort of anyways.
min-width: works with most browsers, but not with IE.

I found a couple of tips to try to make it work in IE, but I don't think I implemented them correctly as they didn't work. Well, actually using IE 'dynamic properties' sort of worked, but it caused the browswer to freeze when the window was resized so that's no good either.

If anyone knows how to make this work in IE, please do tell. :)
