Checkout not working - stuck on shipping

I'm using: Zen Cart 1.3.0.2
Database Patch Level: 1.3.0.2
v1.3.0.2 [2007-02-17 20:59:03] (Fresh Installation)
PHP Version 4.4.6

I've got Free Shipping Options enabled as well as Table Rates, and PayPal IPN for payment method. I'm testing by ordering a product with always free shipping. I'm signed in and it goes to step one where I can enter special instructions or edit the address. It says to continue to step 2 to select payment method. I click to continue and it just reloads the same page. It will never take me to step 2. Any ideas?

An update and more q's from it:

This only happens when there an item with free shipping in the cart and nothing else. If I add a product WITH shipping to the cart it goes through the process fine. However, when I have one free shipping product and one nonfree shipping product in the same cart, when we get to shipping options it offers free shipping on the whole order, as well as the regular ship methods. I don't want that. I want only the one item to have no shipping and to have the regular shipping modules only appear for the other. I don't want them to be able to choose free shipping on the whole order.

Free Shipping Options freeoptions and Free Shipping freeshipper are 2 different things ...

When an order is totally Free Shipping it needs Free Shipping freeshipper installed as a Shipping Module as the other modules are all turned off or hidden and only this one shows ...

NOTE: you really need to upgrade to v1.3.7 ... lots of security issues, bugs, features, etc. have been added since that old version that you are running ...

I may be dense but I'm confused. What needs to be installed when I want a particular item to not have a shipping charge while others in the cart do? I don't want total order shipping on any order unless the only thing they're buying are items with free shipping.

And while I'm at it is there someone who is reasonably priced that would upgrade my shop for me? I looked at the upgrade instructions and no, there's no way. I'd hide under my desk first. And reasonable is pretty darn cheap for me right now...I might be able to pay part and do part in trade if I have to.

Install the Free Shipping freeshipper and mark the products for Free Shipping as Always Free Shipping or 0 weight and set 0 weight to mean Free shipping in Shipping and Packaging ...
