The short answer to your question is no, or at least I don't think so.
I wish I could offer more in the way of help, but the truth is I can't.
For google, if I understand it correctly, all your tax rules have to passed to google, when you consider all the local taxes, zone taxes, and tax classes, this is not as simple as it seems, especially if google does not compound taxes, but selects only one tax to charge(I'm really not even sure of this).
As for paypal, there are actually 3 different paypal payment options, so I would guess the possibilities for passing sales tax to paypal would depend on which paypal payment option you are using.
As I said I wish I could offer more help, but I just dont have a strong enough understanding of any of these payment options to even attempt this.
