Yeah, after thinking about it a bit more I've decided to go with another host. They'll actually do the move for me and they don't overload their servers, so I'm looking forward to a performance improvement as well.

Found the problem.
The IP address we are told to set for GoDaddy in the Admin section and tutorial is incorrect (at least for my setup).
Instead of using that IP address and socket (64.202.165.130:3128) it should be the URI: http://proxy.shr.secureserver.net:3128
So if anyone else is having PayPal Express checkout issues with GoDaddy, try that address for the cURL proxy.

GoDaddy has recently started using a "name" instead of just an "IP" address.
The information above is correct.
The name happens to resolve to the same IP address ... whether it works or not.

New problem: Fresh unlogged in customer adds something to cart, clicks check out, is taken to log in or create an account page. I thought this wasnt supposed to happen.

if there is something else that i have to do other than fix curl and install the express checkout under modules and payments then no its not enabled.
where do I enable?
