Your host has apparently recently changed their system security settings and one of the URL parameters on the page you were trying to open was getting flagged as possible unpermitted behaviour. Thus, it was blocking the page from being loaded. What you added to the .htaccess allows your admin area to be exempt from those security restrictions.
