Retail/Wholesale Sections

My client wants the following:

General people going to the site can view and purchase products on a 'retail level' - BUT - they cannot see the wholesale prices...unless the owner wants them to. Also, for wholesale purchasers there is a Minimum $150 purchase. For retail purchasers there is no minimum sale purchase.

Make sense?

How can I go about setting this up for them?
