Shipping Advice Needed

Does anyone know if it is possible to set a flat rate for shipping for every province/state? If yes, how do I go about this?

My store is based in Canada and we will be shipping to Canada and the United States.

Any advice/suggestions would be appreciated.

It should be simple to do. Do not activate any shipping except Flat Rate. For every order to every destination in US and Canada, the choice will only be Flat Rate at whatever amount you set. Unless you want different rates for different destinations?
