Delivery Information Page - Special Instructions Box

Dear All,

I need the assistant on the page customisation at

http://www.xxxxx.com/index.php?main_...ckout_shipping

Normally, it will show "Step 1 of 3" Delivery Information.

Below it will show " special Instructions about your ordder..."

How to pre-set some text value inside the box for user to fill?

I had found where the coding is.

tpl_checkout_shipping_default.php

<fieldset class="shipping" id="comments">

</fieldset>

So, how can i pre set the value (like question.." inisde this box? can i have some sample coding on how to add?
